Perhaps he should look into acquiring more men and women like that. Protection of them, giving them hope and a new sort of home.

He shifts a little awkwardly. '"Knew" is a strong word. We... didn't get to socialise much, even seeing each other was rare. But going off what little I gathered, some of them probably would. Others wouldn't.'
“I know,” Delta says. “I’ll have you to help me figure that out. I trust you to.”
Makes sense to him, right? If he is going to trust York with his life, he would trust him with that.
'Well... I can try, but I really don't know these guys. The ones that haven't given up would probably say anything to try and get out.' And whether they'd stay or try to run from there, he just doesn't know.
More thoughts and planning. Yes, Delta will think about it, won't he? He'll figure this out. He wants to change this whole mess of stuff. He wants to make it better for Hawks. Which includes those ones who were broken.

And that there is why York didn't run the first chance he had. Delta is actually willing to follow through with this. That he chose York to be his Hawk at all is proof that his actions match his words and York is willing to be at his side to help him turn more words into actions.
The guy isn't very subtle. Bright orange armor. Just keep an eye out and you'll be fine. Mostly he's just an observation sort of Merlin, keeping tabs on you two.
"I don't like him. He stands there and watches. Not as bad as Rho, but..." Rho is pretty intense. Delta stands back and frowns at the case. Weapons aren't really his thing.
